The removal of the 15-month wait-out period is one of the biggest HDB policy changes we've seen in recent years.

Personally, I feel this is a timely move.

The rule was introduced in 2022 to cool the resale market, and it did its job. Today, with HDB resale price growth moderating for two consecutive quarters and a much stronger BTO supply, the Government has decided that the market is in a healthier position to remove this temporary measure.

What does this mean?

✅ Private property owners who genuinely need to right-size can now move into HDB resale flats without waiting 15 months.
✅ Seniors and retirees have greater flexibility in their retirement planning.
✅ We may see demand return to selected HDB resale segments, especially larger and well-located flats.

That said, I don't expect every HDB flat to suddenly shoot up in price overnight. Buyers are still mindful of affordability, interest rates and the overall economic environment. As always, location, remaining lease, flat type and pricing will matter more than ever.

Every policy change creates both opportunities and challenges. The key is understanding how it affects YOUR property plans rather than reacting to headlines.

A significant change for private property owners.

From 28 July 2026, the 15-month wait-out period has been removed for eligible private residential property owners purchasing a non-subsidised HDB resale flat.

This gives many homeowners greater flexibility to:
✅ Right-size into a home that better suits their current needs
✅ Unlock equity from their private property
✅ Plan their move with more certainty
✅ Reduce the financial overlap between selling and buying
