*Pakistan-Sri Lanka trade stagnant despite duty-free access; Consul General calls for breaking barriers*

KARACHI: Consul General of Sri Lanka in Karachi P.K. Sanjeewa Pattiwila has called for a more proactive approach to Pakistan-Sri Lanka trade, stressing that despite the bilateral trade agreement signed in 2005 and duty-free access available to both countries, trade relations have yet to achieve their considerable potential. He urged both countries to address trade-related technical barriers, review restrictive measures and strengthen business-to-business engagement to expand market access and create new commercial opportunities.
Speaking during his visit to the Karachi Chamber of Commerce & Industry (KCCI), he observed that both countries had adopted an overly defensive approach to trade, whereas businesses needed to pursue markets more aggressively and work with relevant authorities to remove obstacles. “In the business world, we cannot always remain on the defensive. We must proactively pursue markets and break down barriers to unlock the true potential of bilateral trade”, he emphasized.
President KCCI Talat Mahmood, Senior Vice President Aslam Pakhali, Vice President Atif Jamil Ur Rahman, Ex-Officio Rehan Hanif, and KCCI Executive Committee Members attended the meeting.
Sri Lankan CG highlighted the substantial imbalance in bilateral trade, noting that Pakistan's exports to Sri Lanka stood at approximately US$450 million, compared with Sri Lankan exports to Pakistan of around US$90 million. Pakistan exports a range of industrial products, including cement and heavy materials, while Sri Lankan exports include betel leaves, electrical and electronic products, finished textile garments and, more recently, pineapples.
He stressed that there was considerable scope to diversify the export basket in both directions and encouraged Pakistani businesses to explore emerging opportunities in the Sri Lankan market. He also assured KCCI members of his support in facilitating trade-related engagement and addressing difficulties encountered by businesses.
Sanjeewa Pattiwila pointed out that although the two countries had established a bilateral trade framework, various technical barriers and additional taxes continued to affect market access. He urged both sides to engage in constructive dialogue with government authorities to identify and resolve these issues, citing the successful facilitation of pineapple exports as an example of how targeted engagement could open new opportunities.
The Consul General reaffirmed his willingness to assist Pakistani businesses on trade-related and visa matters, encouraging KCCI members to approach his office whenever they encountered difficulties requiring facilitation.
President KCCI Talat Mahmood, while welcoming the Sri Lankan CG, reaffirmed his commitment to strengthening economic and commercial relations between Pakistan and Sri Lanka, emphasizing the need for closer cooperation between the two countries’ business communities to unlock untapped trade potential and enhance bilateral exports. He appreciated the Consulate’s role in facilitating business engagement and bridging the gap between the two business communities. He assured the Consul General that the Karachi Chamber would continue to work closely with him to promote trade, investment and commercial cooperation.
Talat Mahmood noted that the Karachi Chamber and the Sri Lankan Consulate shared a common responsibility to serve as a bridge between the two countries’ business communities. He expressed confidence that continued coordination would help identify new opportunities, address trade-related challenges and strengthen commercial ties.
Referring to the recent visit of a KCCI delegation to Sri Lanka, led by former Senior Vice President Muhammad Raza and accompanied by Aslam Pakhali, he appreciated the facilitation extended by the Sri Lankan Consulate, which contributed to the delegation’s successful engagements. He emphasized the need for Pakistan and Sri Lanka to make fuller use of their existing freight trade agreement and explore ways to strengthen bilateral trade through improved facilitation and greater business-to-business interaction.
President KCCI pointed out that several avenues for joint ventures and commercial cooperation already existed between the two countries, particularly in pharmaceuticals, textiles, rubber products, plastics, engineering goods, surgical instruments and food processing. He urged members of the Karachi business community to actively pursue these opportunities and focus on expanding Pakistan’s exports to Sri Lanka. “I want to see the available potential translated into tangible results on the ground. Our objective should be to turn these opportunities into real business activity and stronger exports,” he emphasized.

*TDAP to unlock preferential market access in 93 countries, push value-added Exports: Sheryar Taj*
*Motiwala seeks review of China FTA, $10 billion blue economy roadmap*
*Talat Mahmood assures KCCI support for export promotion*
KARACHI: Secretary Trade Development Authority of Pakistan (TDAP) Sheryar Taj has announced initiatives to boost exports through agricultural value addition, digital trade facilitation, preferential market access and stronger public-private partnerships, stressing that Pakistan must move beyond raw commodity exports to maximise its trade potential.
Speaking during his visit to the Karachi Chamber of Commerce & Industry (KCCI), he highlighted TDAP’s Preferential Trade Access Database (PTAD), which consolidates 29 trade arrangements covering 93 countries, enabling exporters to identify available tariff concessions by entering a product’s HS code. TDAP will also organise training sessions at KCCI to help members utilise the platform.
Chairman Businessmen Group Zubair Motiwala, Vice Chairmen BMG Anjum Nisar and Jawed Bilwani, President KCCI Talat Mahmood, Senior Vice President Aslam Pakhali, Vice President Atif Jamil Ur Rahman and KCCI Executive Committee Members attended the meeting.
Secretary TDAP further said the digitisation of Certificates of Origin had enabled TDAP to issue around 40,000 certificates in its first full year, benefiting approximately 12,000 exporters, saving Rs10 million in annual form-related costs and generating around Rs80 million in revenue.
Sheryar Taj announced that the fourth FoodAg Manufacturing exhibition would be held in Karachi from November 23–26, featuring around 360 companies across 15 sectors. TDAP also plans agricultural and horticultural value-addition exhibitions in Lahore in March and Quetta in collaboration with provincial governments.
Highlighting women’s entrepreneurship, he said WEXNET would expand to Quetta following events in Peshawar, Sialkot and Sukkur. TDAP had received 160 applications within two weeks and sought KCCI’s support in nominating experienced businesswomen to mentor entrepreneurs in Balochistan.
He also announced TEXPO for April 2–4 at Karachi Expo Centre and a Made in Pakistan exhibition in Dhaka from April 28–30, 2027. TDAP would subsidise 80 percent of stall costs for the Bangladesh exhibition and provide qualifying women entrepreneurs with 50 percent airfare support and a daily allowance.
Welcoming TDAP’s initiatives, Chairman Businessmen Group (BMG) Zubair Motiwala called for an urgent review of Pakistan’s Free Trade Agreement with China, noting that exports to China had increased only marginally while imports had risen substantially. He urged both countries to identify exportable products and address market-access barriers to achieve a genuine win-win trade relationship.
Zubair Motiwala also called for a comprehensive blue economy roadmap, asserting that fisheries, aquaculture and maritime industries could generate up to $10 billion within two years. He stressed the need to modernise fishing vessels, develop hatcheries and expand marine-sector investment.
Emphasising agricultural value addition, he said Pakistan could not substantially increase exports by relying on raw commodities alone, given limited exportable surpluses. He urged TDAP to bring international food processors and manufacturers to Pakistan to develop value-added products from rice, pulses and other agricultural commodities, generating higher export earnings and employment.
Praising TDAP’s performance under Sheryar Taj, he highlighted its Pakistan Portal, which allows exporters to showcase products free of charge, and its network connecting businesses with Pakistani commercial counsellors abroad. He stressed that TDAP could deliver greater results with sustained government support and stronger private-sector engagement.
President KCCI Talat Mahmood assured TDAP of the Chamber’s full cooperation, announcing that the TDAP Help Desk at KCCI was expected to become operational within three to four days. He said KCCI would circulate details of its services to members and urged timely implementation of proposals submitted by the business community.
Talat Mahmood also pledged to nominate two women entrepreneurs for TDAP’s Quetta initiative, support participation in the Made in Pakistan exhibition in Bangladesh and ensure strong KCCI representation at FoodAg.
He further sought Sheryar Taj’s intervention to help recover approximately $1 million in outstanding export proceeds relating to a rice shipment to the Government of Oman, which had reportedly remained unpaid for around 18 months despite previous efforts to resolve the matter.
