They act as a stand-in for the human head, do the framework and allow milliners /Headwear designers to create precise crown shapes and brim styles.
Whenever these precise crown shapes and brim styles are achieved, the Milliner removes the block from them and keep for future use. While the crown and brim go in for embelishments.
Just like a mason man making bricks with mixed cement and sand with bricks moulds.
