Because department stores are a very different game. For small brands, you often cover staff + space, place enough pieces on sale/return, and then you can wait months to be paid. After that delay, the inventory may come back handled, worn, or even damaged—and you lose control over condition and presentation. Add commissions, and it becomes tough for smaller labels to make it work.
