Stay Safe

Empty buildings can become a breeding ground for legionella bacteria. It is vital that employees and customers are kept safe as they return to offices, shops, hotels and leisure centres etc.

• Was the building completely or partially closed during lockdown?
• Was site flushed on a weekly basis?
• Was the building mothballed?
• Has the building been properly recommissioned?
• Are legionella bacteria present in the water system?
• Do hot water vessels need thermal disinfection if they have been reduced or switched off during lockdown?
• Are isolated/ taped off outlets for social distancing being flushed?
• Has occupancy the building was designed for changed?
• Has the building use or vulnerability of occupants changed?
• Have there been a high number of cases of COVID19 which may leave people more susceptible to Legionnaires’ Disease?

The answers to these questions need to be considered carefully before any return to work can be really safe.

We are living in very challenging times but 12th April sees a new phase in the current restrictions.

With the gradual easing of lockdown it is important that sites are aware of the need to properly recommission buildings that have been left empty for prolonged periods of time.

Even where sites are open and being used a lot are isolating drinking fountains and taping up some basins and toilets to provide social distancing. This is appropriate from a COVID management perspective but it unfortunately creates deadlegs in the water system and increases the risk from legionella.

If water outlets are unlikely to be used for many months you should consider removing them and all associated pipe work from supply or draining them completely.

For advice on how to recommission a building or a risk assessment if there have been any changes to the use of the site.

Ebay and Argos saw a rise of 1080% in the sale of hot tubs during lockdown in April. The exceptionally good weather and people spending more time in their gardens is attributed to this increase but it looks set to continue. Many families are buying hot tubs with money from cancelled holidays or renting them for birthday parties at home.

Hot tubs and Spa Pool Systems are a known source of infectious diseases caused by legionella bacteria and in January 2017 the HSE published separate guidelines on how to control the risk of legionella. As well as guidance on operating and maintaining commercial-type systems, there is specific advice on domestic-type spa pools or hot tubs used as part of a business activity, for example in holiday-park rental units, hotel bedrooms with a dedicated spa and systems on display or at exhibitions.
